Add flag for flat faces to always face camera
It would be helpful for track makers to have the ability to create custom objects or instances that can always face the camera (like the sun in museum 2), it doesn't need to be a 3d object, just a 2d polygon would be more than enough.

There already is, you can create a shortcut for the game and add the launch parameter -nouser to completely remove custom content, -nousercars for removing custom cars only and -nouserlevels for removing custom tracks. That's a nice question - I assume the Shield could work as a "ghost" effect, in which the cars would simply phase through such obstacles. I dont know how easy or feasible it is to draw such behaviour from the Time Trial Ghost for example. Should be pretty easy since the game does this alr...

Oh, so the shield wouldn't nullify the zap/star effect like a battery, which is simpler I guess. Do you think you should be able to pass through balls and fake pickups?

We wouldn't be using any program, it would be a property of any surface in the properties.txt. About how easy it is to code something in the game, I honestly don't know if it's going to be hard or easy, it would be a first in the changelog for sure, I don't know of any physics change in the game.
