There's plenty of stuff out there to convert. If you think you'll enjoy it, then yes, definitely. What software would you use for importing, exporting, and altering the models?

Yes, I think you should! There are plenty of games to convert cars. For example The Simpsons Hit and Run or Flatout just to name a few.

Well I have converted 4 cars from Toca 3 but i need help on them see my other post about this

Toca3? You mean Toca Race Driver, from 2003? The series titles wasn't named after numbers, after the second part. Or to be more detailed, they has a messed up numbering: TOCA, TOCA2, TOCA Race Driver, TOCA Race Driver 2, TOCA Race Driver 3.
And wasn't the series named "V8 Supercars Racedriver" in Australia?
I had a big TOCA2 fanpage, in the beginning of the 2000's. Made also a lot lot lot of liveries for TOCA cars.
