[Multi-Player] Add Other Ban Method!

1. Needs other ban implementation at future like ban at SSD/HDD/Serial number of PC, since by IP blocking it can also be avoided by a VPN or changing IP.

But it would be one more alternative to ban someone, since IP blocking works but to such an extent. An example is MTA SA, which uses 2 blocking methods, one is the IP, but the other would be Serial, which would be that, it is the hard disk number.

Or make an hardware detection number and ban him from that PC, for make it more harder to join.

That's why RVGL needs 2 methods for blocking, instead of 1.
