I checked what would happen if I switched Phat Slug's wheel with Big Tory's and this was the outcome: https://imgur.com/a/Yi5iKYZ

As you can see the wheels are all f'd up and other parts of Phat Slug is on them as well.

In the parameters.txt file in the section of all 4 wheels you can find the line "radius" which has to be changed (the collision definition of the car body is the hull.hul file, but for the wheels it's the number of the radius).

And you have to change the position of the wheels because your imported wheels seem to have another origin coordinates.
This is in parameters.txt in wheel section behind the "offset" lines.

Where the original wheels takes its painting from can be investigated in the car.bmp file.
The new wheel has a different source for the surface decals.
