Alt+tab lap/radar glitch on spec

Tested on patch 23.0501a. -nopause not being used.

While spectating the races a strange thing occurs. While players are passing the finish line and you're on alt+tab a new lap is not registered. Radar also isn't registering the next lap and count players as they're about to start the previous lap.

Nice, I noticed the lap counter bug on the first game I ever joined on the new patch, but couldnt replicate a specific issue causing it, it was alt tab
