Phat Slug, among other Rookies, are available at the start and their obtain behavior can never change on their own.
If the car disappeared on CARNIVAL/dev, it can only mean game files got corrupted or removed. I'd suggest reinstalling "cars/phat" folder, or the whole game, just in case.

If you are downloading the launcher from https://rvgl.org/, then it's false positive. Also, VirusTotal utilizes multiple AV systems, so it's even more likely you will see at least one false positive reported. I assume you trying to install RVGL patch: https://rvgl.org/ Game data (folders - cars, gfx, levels, models, strings, wavs...) need to be in the same directory as game executable. Nice catch, I've tested how it reacts if it does have a reversed version by copying needed files, and apparently the game uses the needed values for reversed. TL;DR: Not impossible. The current implementation is the quickest and less risky in breaking the game.
With time and source code you could do almost anything, it's all about feature set priorities and whether it's worth spending more time on more difficult implementation and then debugging it.

I'm fairly sure devs would have used the same (similar at least) UI track select layout as in frontend, but likely due to memory allocation (for loading track gfx) they probably went for the quickest implementation. Texture load slots are different in frontend "level" from any race track. ...
