You can find the wheels in toy2f.bmp:

Take a look at the UV editor. You will understand better how it was made.

Some parts of this truck use vertex paint instead of bitmap. You can add the colors using the vertex paint editor of your modeler, or, paint the colors in the car.bmp and then unwrap them using the UV editor.
