Would be good if they just gave random skins if none are assigned to users which would make it much easier for admins.

I remember when I did a monochrome de-saturated skin for Banana Shplit to use in Clockwork Carnage. Good times.

I forgot to say it here but I have made a skin on the SF 54, Phimeek's one since we have another SF 54 and the previous stripes he already had inspired me to make something of a homologation/tribute to the San Francisco Rush games. Although simple and my first officially skin, I am modest proud of it.
